On August 11, 2015 Senate Bill 230 was introduced into the Wisconsin Legislature. This bill exempts a person from civil liability for any property damage or personal injury he or she causes by forcibly entering a vehicle under certain circumstances. For example, if a Good Samaritan sees a person or domestic animal in imminent danger in a vehicle, they would be able to break in to the vehicle without the risk of facing civil liability from the owner of the vehicle.
On September 1, 2015 a Public Hearing was held in the Judiciary and Public Safety Committee. The response to the bill was mostly favorable and more co-sponsors have been added. Some concerns were raised that Good Samaritans could misjudge when a dog truly was in imminent danger. An Amendment has been offered by Senator Wirch. Other Amendments to address this concern may also be forthcoming.
